To me it looks like the widget included with the Perfect Storm theme, with a weather widget added to the bottom.

Here is mine modded up and added a rotating picture frame of my little boy. Flips through 10 pics.

Here is the HTML file for the widget. Pretty much all you need. Depending on what banner you want it to overlay, that would be part of your background. You can separate is as part of the widget but it gets more difficult that way.

This is the original to the theme. Looks basically like what your wanting.

And all you do to use it, is unrar the file and place it inside the main theme folder. Thats it.

The positioning should be inside the stylesheet (.css file). Just open it up in Notepad or something and take a look. You'll see. Kinda have to play around with it, to get it right where you want it. Either that or part of the script in the HTML file (dont know how that widget is made). Again, open it using notepad or wordpad and take a look, you'll see.

Kinda depends on how the widget is setup. But it will most likely be inside the HTML file, just gotta do some editing to take out what you dont want.

If there is 1 main HTML file for the widget, it will definetely be somewhere in there. The HTML file is kinda like the "cpu" for everything thats going on with the widget.

And, sometimes when you have a combination of calendar, time, weather, etc....then the main HTML file will link to the other stuff. If the "other" stuff isnt needed, you can take out the link.
