    Yes, just put the new sim card and it will work. If it is a sim different from att then the phone will need to be unlocked

    Default Carriers & IMEI
    AT&T bans devices from accessing their network via the IMEI.
    Therefore, If the reported device is an iPhone 4 w/ bb 2.10.34, it is useless until an unlock for the bb is discovered. All other basebands can be unlocked to switch carriers.

    BTW - IMEIs can be reprogrammed

    Carriers also share banned IMEI information thus if the iPhone's IMEI is shared all carriers may ban it from all networks.

    @dale2

    Yes, it is illegal to reprogram the IMEI.
    However, it is possible and the question was, "is it possible to still use an iPhone reported stolen or lost"?

    do you imply that whether its illegal or not is irrelevant?
    just because you can do something doesn't mean you should

    i'm not saying that you should never do something just because its illegal, the law is not always right
    but OP should know the risks before he goes and reprograms his phone's IMEI

    Default No Implications
    Hi Dale2,

    No, I am not implying or encouraging anyone to do something illegal or unethical. I am stating one of the techniques that people implement to try and render usable a reported or stolen iPhone. I have had a 3GS and a 4 stolen. I investigated if the thieves could use my iPhones after I reported tehm stolen. For this reason I am aware of some possiblities like reprogramming the IMEI. I encourage anyone who finds and iPhone to go to AT&T and find the iPhone's rightful owner. He or she will be very pleased and probably offer a reward. By no means should anyone steal an iPhone.

    Best
