Long story short: you can't restore your device with iTunes to anything other than 7.1.1.

However, Semi-Restore can revert your device to a fresh, fully-wiped state while maintaining your jailbreak.

I prefer iLexRat, the whole procedure takes place on the phone directly

Thanks! Ok. I know dumb question here but.... What is the difference between a semi rest or and a regular one?
If I'm having trouble with stock apps and a few cydia apps will semi restore wipe them from my phone?

Semi Restore and iLexRat do the same thing....they wipe out everything from your iphone. All Apps and all tweaks and Apps from Cydia. After the finished process, You will be left with clean IOS 7.0.6 and clean Jailbreak. After that, I would recommend, to return first all Apps manually and all the tweaks from Cydia, slowly. one by one. If you use any backup, there is a good chance, you will also get the same problem, since it is very likely, that the peace of junk causing you those problems, is hidden somewhere in that backup.
Semi Restore is an App you install on your PC and iLexRat you install directly on your phone through Cydia.
