Can someone point me to a guide where it will explain to me how I can backup my Jailbroken iOS 7.0.6 install on my 4S, allowing me to test 7.1 without a "no turning back". I want to see if 7.1 fixes some battery issues, if so , then I will stay on 7.1, if not, I would like to return to a jailbroken state.

If you update to 7.1.1, there is no turning back and no jailbreak. Your best bet would be to use iLex Rat - Restore jailbroken iPhone or iPad back to original state and restore to a fresh jailbroken state. It will delete all apps / tweaks like a restore and maintain your jailbreak.
Works on iOS 7 even though the site doesn't say that. Even has a video to walk you through the process.
I (and many others) have used it on many occasions and it works awesome.
