There are a couple third-party programs like on Linux which can restore a device without iTunes. So, yes, there is a way to restore without iTunes.

Only thing I have ever heard od restoring without iTunes is something Semaphore was working on (creator of tiny umbrella) and I think p0sixninja may have dabbled in it as well. Neither have produced any working solutions as far as I know though.

You have proof of these "third-party" claims you mention?

I'm not so sure why you'd want to not use iTunes though. Isnt it the safest to use what the device is made to work with, which is iTunes?

I don't know maybe it's just me but if I were restoring my phone I'd use the tool that's designed to work well with my phone (even tho Apple likes to play games and not allow downgrading )

i'm not saying you haven't restored, you said it so much easier without itunes and i said how would know since you have never done it without itunes, it shouldn't take long either, i can restore in less than 10 minutes (of course putting all the tweaks and such back on take considerably longer)
