    i need to know in detal where to find the ipsw file i am using windows 7 with a 3gs v4.0

    There is no difference in ipsw for Windows or Mac. Once Itunes is installed, it will recognize it as ipsw.
    You can get it from Apple or iclarified.com and many places on the internet

    do i have to do this with the iphone pluged in because i still cant find it or a appdata folder

    It is hidden. With the explorer window open at the top go to Tools/folder options/view/show hidden files and folders.

    what he said, sorry i left that part off as most people don't have that done by default (personally its the first thing i do whenever i install a new OS)
