Only set it up as a new phone if you haven't made a backup in itunes. A backup is made every time you sync. If you have a backup, restore it to get all of your personal data like contacts etc. back.

Once you've restored, etc. The first time you sync with iTunes, you'll get the prompt "Do you want to restore from backup?". If you say no, you're creating a library as a "new iphone".
Get "iPod & iTunes for Dummies", it'll change your life.

Restoring from backup can cause some problems. Best to start as a new phone and just re-sync afterwards.

having a jailbroken iphone i have always had problems restoring to a backup. it could just be me but I just do new iphone anytime I restore.

Kind of sucks cause I have to redo everything again each time I restore.

The backups have always worked for me. Sometimes there are issues if the backup is from a different firmware version.
