Alright, when I shift>check for updates, all its wants to do is pull up .ipsw files. It will not pull up .ipcc files.

    What am I not doing?

you need to set itunes to allow uploaded .ipcc files.

Quit iTunes then do the following:

Mac - open a terminal and type in..
defaults write com.apple.iTunes carrier-testing -bool TRUE

Windows - open up a command shell and type in:

    "%ProgramFiles%\iTunes\iTunes.exe" /setPrefInt carrier-testing 1

This should now allow you to update your iPhones IPCC file in itunes 8.2 via Shift-Update (Windows) or Command-Update (Macintosh) in itunes. Choose the IPCC File and install.
If I helped you out in any way, hit the Thanks Button.

Opened command shell box in Windows XP SP3, copied and pasted the line from above. Received an error - The filename, directory name, or volume label syntax is incorrect.
In the same command shell box, typed in the line manually (in case of a typo above) - same error.
Again, typed it without the quotes - error this time was - 'CProgram' is not recognized as an internal or external command, operable program or batch file.

Knowing what the variable %ProgramFiles% is (in may case "CProgram Files\"), I just typed in
    Code:
    "C:Program FilesiTunesiTunes.exe" /setPrefInt carrier-testing 1
And now I can Shift+Update then use the drop down to select .ipcc files.
