An SHSH is a signature file.

When you want to restore to a firmware, iTunes sends a request to Apple and depending on what firmware version you're requesting, Apple will either send back an error, or it'll send back a signature. This signature then allows iTunes to restore the phone to the version you requested.

When you ask Cydia to store your SHSHs, you're really asking it to store those signatures. Every time a new firmware is released, Cydia asks Apple for the signature and stores it for you.

Each signature is device specific meaning you can't use others' stored SHSHs.
