Default I have a Jailbroken 3.0.1 3G[S] right now, but no ECID SHSH on Cydia.
I have a jailbroken 3GS running 3.0.1. I resisted the urge to upgrade to 3.1 all this time, but I just realized that my ECID SHSH is not on file at Cydia. When I start Cydia, it says "This device has a pending TSS request" on the top of the home page.

Is there any way I can back up my ECID SHSH myself right now?

Sure, just follow the how to at the top of 3G[S] Downgrading forums.

Yeah I actually did read that post before posting this thread. But following the steps in that post means I will have to restore my phone which means I will have to go through the painful process of downloading all apps and everything again.

Is there a way that involves perhaps not doing a restore. If not, I guess I will just do it

No, just follow from the beginning to the end of part 2, there is no need to restore your iPhone what so ever.
