background/mask for icons

Hello,

i'm new to winter board and try to develop a new theme for iPhone 4S (retina).

I saw that some coders managed to make a mask which cant handle every icon (sort of frame around like this for example : http://img14.imageshack.us/img14/4420/sbaltiocn.png )

Could you please help telling me how to do that (which file ? )
