This is the Neco theme by Zack Schiller however I can't find the download link.

I am only interested in the Text only dock and the time and date bar above the dock. Does anyone know how to achieve this?

I know it's on the 'apple-news.fr/repo' in Cydia. See if you can get the parts you need when you download it.

That repo is broken, there arne't any download links. Plus, that picture is not the same as the actual theme. The theme does not have the same doc/bar above the doc.

If anything, even the time / date bar above the dock? Does anyone know what that is?

Here are the icons, you need to download the 5 icon dock. Make blank icons and replace them with the 2 blank brown ones here.
As for the time and brown background, it is all java. I do not have time to write it, sorry. But now you know what it is. Also if you like you can take another time widget and modify the code to make this one.

Also rename these icons to the correct names.
