How to create your Themes on a Vista?

I had someone help me with some ways to create Themes/Icons, but my problem is that I have a Vista and I am using WinSCP to SSH my iPod 1G Touch. So I would love if someone can point me in the right direction with this method, or PM me? I really want to do this and maybe start sharing with others too, but I need to know which road to travel?
