All it is, is the "leopard" theme with an HTML wallpaper that rotates different images.

I believe the theme is on Cydia.

i tried looking for it, what category is it under? is it a complete theme? whats the name? also how do you move the icons around like that?

Looks pretty much like "Leopard Theme" on Cydia under the planet-iphones repo.

Difference is....you would use "blank" apps for all those places on the homescreen that doesnt have an icon on it. So your just left with the dock icons and the right side of icons.
