i have tried dragging the image onto the desktop as well as saving the image...that seems like the logical issue but I don't know...should I be doing it a different way?

right click on the image, save it to wherever, Then Use SSH to put the Dock.png into the folder of the winterboard theme you are using.

Awesome, I got it working...I think the issue here was two fold...One, I was naming the image SBDockBG.png and placing it in the com.apple.springboard bundle, and two, when I was saving the image, i was saving it from the little "Attached thumbnail" image so the size might not have been transferring properly...anyway, many many many thanks for your help!
