The below is a quick fix for the users who are having issues with winterboard not activating the themes after selecting it and other issues including blackout always being on and so forth.
Take the Plist (Info.plist) file out of the Winterboard application folder.
Move it to your desktop.
Change the name to (com.saurik.WinterBoard.plist).
Move it to the preferences folder (/private/var/mobile/Library/Preferences/).
Make sure user permissions are set to 644.
I will try to help out some more if you have any issue. Thanks to Paez for the correct file name.
If this helps you don't forget to click thanks!

By the way just copying that file over isnt the best idea, itll prolly work but might cause problems later as it contains keys that shouldnt be there.
You want the contents of the file to be....
<?xml version="1.0" encoding="UTF-8"?> <!DOCTYPE plist PUBLIC "-//Apple//DTD PLIST 1.0//EN" "http://www.apple.com/DTDs/PropertyList-1.0.dtd"> <plist version="1.0"> <dict> </dict> </plist>
