When I run Putty or WinSCP i got a message is: net work error.Conection refused.What is it?

hhmm...im having the same problem...i installed openSSH and Winscp...and it still said that the connection is taking longer than 15secs... and when click retry...it just gives me the same msg...am i doing anything wrong?
