Lower Part of Iphone Screen Unresponsive

I download this General p.list from a site to fix the sensitivity on the screen...

But I dont know how to add the list to my phone. I use windows and I need to know what program to use to i guess add and customize apps...

if its not sensitive at all and isnt registering any touches it may be a hardware problem and you could get a new iphone outta it
