Help Activating the phone!?

ok i want to do a warrenty claim but i can't activate the phone i tried iliberty but it only will let you jailbreak and activate how can i activate the phone with out jailbreak

I'm afraid that in order for the files that activate the phone need to be put on the iPhone first.

How do I put the files on? Well you have to jailbreak so that the iPhone will actually let you put files on it.

I hate to say it but there is no way to acivate without jailbreak
