i had the same problem on 1.1.1 with an unlocked iphone on orange network in the uk, i however upgraded to 1.1.2 and unlocked and now i get the voicemail notifications as standard, so i think it is a 1.1.1 problem as i had the notifications also on 1.0.2.

Calls are not being directed to voicemail
I am in Vancouver, Canada, currently using Fido. My voicemail button works fine without setup, but calls does NOT go to voicemail anymore. When I miss a call, instead of going to the voicemail, the caller will hear "The customer is currently unavailable, please try again..."
How do I set up the phone so I can direct my missed calls to voicemail?
I am very new to iphone, so please use simple terms, thanks~
I am having the same problem.
Have you found a solution to that?
