Just followed the tutorial on this forum and thought I could contribute. Not many people have been making vwallpapers that are "background" material. Most of these are based off of Windows Vista Dreamscenes. They are great backgrounds and show off your phone, instead of completely distracting you with a clip from 300.

Haha no problem. What program is used to apply these? Are they the wallpaper behind the icons or the lockscreen?

Here you go!

Steps
1.open cydia and search for skrew
2.after you search for skrew install the app you see - Skrew common and vWallpaper
3.after installing those 2 close cydia and open vWallpaper
4.after opening vWallpaper tap on Video Wallpaper
5.tap Select Video
6.it will ask you confirm, click okay.

And there it is!
