Help Unlocking Bootload V 3.9_M3S2

I have a Iphone with

1.1.4
Model Number MB213B/A
Modem Firmware 04.04.05_G
Bootload Version 39_M3S2

I have tryed EVER THING i can think of but still can not get the phone to make a call. It is showing a Signal but when i call some one it drops the call and say Call Failed.

Please help. I have unlock my phone OTB 1.0.0 ATA
And 2 UK 1.1.2 O2 phones but just can not get it to make a call.
