Default Issues unlocking iPhone replaced by Apple, locked to AT&T
I about to receive a new iPhone replaced by apple, it is currently locked to AT&T and I do not used it on AT&T network. Will I have issues in future to unlock it? I have read that for the unlock process to work the iPhone first needs to be registered in the AT&T network which will not be my case.

If your saying that your current iPhone is unlocked and now it is being replaced by Apple, it seems to me that the replacement should be an unlocked device also. I would press for it if given any push back. In my experience they have always replaced with the exact same device.
If your turning in a locked device, they indeed give you the same.
There are many was to have a contract free device unlocked, even by third parties.
