If it is software unlocked by Ultrasn0w, you need to check the baseband. Baseband up to 05.13.08, ipad bb ( 6.15.xx) can only be unlocked by Ultrasn0w.

Go to Settings > General > about > modem firmware. If it is an ATNT iphone, you can get it factory unlocked for less than 20 bucks.

    Note :
If your serial number is year 2011, week 34 and above, you cannot change your baseband.

It's digits 3-4-5 of your 11-digit serial number. The first two are the factory ID of which it was made in, and the next three are date info. I don't know what the rest of the numbers are for.

Example: xx831xxxxxx - the 8 means 2008, and the 31 is what week of 2008 that it was made in.

I don't wanna tell ya to downgrade not that great with all that. I would consider if ya have the cash to just git it IMEI unlocked and then ya dont have to worry about ya baseband anymore.

Check this site out very good guy and smart at what he does.
