I have a softbank iPhone 5, and I know that you can pay for IMEI unlocking (like $200 for softbank) but I was wondering if now that the iPhone 5 has been jailbroken if it is also user unlock-able?

Jailbroken unlock for i5? NO. And I don't think you can buy unlock IMEI anywhere else cheaper than Softbank.
