Upgrade and Unlock query..urgent

Hi..my sister got an iphone 4s last year in october..when will she be eligible to upgrade to iphone 5? Just a rough estimate if anyone has an idea?
Also if she upgrades then can she get her iphone 5 unlocked from at&t? Or can she get her old iphone 4s unlocked?
What will be the total fee for an upgrade? I am from india and i want to get the iphone 5 this way..because its way cheaper..otherwise i'll have to buy at the full price..is there any other way i can get it at a cheap price?
I am counting on those imei unlocks to unlock it if i dont get it unlocked from at&t as i checked the officialcunlock uk website and they say they will be able to unlock iphone 5.

If she's with AT&T now tell her to call them and see when it ends. And yes I don't see why you wouldn't be able to git it unlocked unless the carrier doesn't work where you at.

Think you can pick one or two. Two will be cheaper. 199 for the 16gig white or black. And 100 bucks more for 32 and so on.

Wow i am excited..but can she get 2 phone upgrades because she only has 1 right now? I donw want her to get her into any more contracts..so you mean i can get 2 phones without contract at very cheap prices..please explain..lol..i know am acting dumb..lol

Only way to git a cheap iPhone 5 is to git a contract. Not sure how much it will be without one thinking 600 or more maybe.
