How do I use face time with phone data. Works fine on wifi , but when using phone data if some one FaceTime me it leaves me a badge -miss face time call- it did not ring - Am using a iPad tryin to FaceTime iPhone.

Apple only allowed facetime over wifi, if you want to use it through data plan, you would need to jailbreak it, which is not possible at the moment on the 4S. Blame Apple for this atrocity.
