Disclaimer: I've done some extensive searching and tried just about everything! Nothing seems to work..
Problem: I received a brand new iPhone 3GS which I believe had 4.3.5 firmware on it originally. I followed the advice of a few blogs and tried downgrading the firmware to 4.1 (8B117) and upgrading the baseband to iPad 6.15 in order to unlock it for my local carrier (Comcel in Colombia). The result: the IMEI and ICCID has become "unknown". The phone goes in and out of this loop where it turns on and off by itself and periodically shows a message that says "Restore Needed: IPhone cannot make or receive calls. Restore from iTunes." I've tried various things but can't seem to fix it. How can I get this succer to unlock?
Please, please help me!

Your baseband is done for. WiFi won't work either so your phone is only good as an iPod touch without the Wi-Fi
Only way to fix it now is to swap out the baseband chip

Seriously? How the hell did that happen? There is absolutely no way to fix it?

Yes, you have bricked your iphone. There is always a risk when flashing to ipad baseband , apple could have changed the baseband chip so once you flashed it with ipad bb, it will erase everything and render it useless. Nothing can be done at this point, you can only use it as itouch without wifi.
Take it back to apple and get an exchange if it is still under warranty.

iYeow: If I take it back to Apple will they by chance know I tried to backdate the firmware? Should I update the firmware first?

yeah download snowbreeze and firmware version ( I used 5.01) open snowbreeze and follow the directions. Then do a shift + restore on itunes, and use the firmware created by snowbreeze ( should be on your desktop). Re-boot using ibooty and that should fix your problem. Then to unlock follow these steps:
Download 3gs_5.0.1.rar for free on Filesonic.com (Download 3gs_5.0.1.rar for free on Filesonic.com)
2. Jailbreak iPhone on 5.0.1
3. from cydia install iFile (do a search )
4. iFunBox ( http://dl.i-funbox.com/ifunbox_en.zip )
5. CommCentreClassic file (LOCATED IN THE 3gs_5.0.1.rar)
Step by Step:
INSTALL iFile FROM CYDIA.
Connect iphone to PC then open ifunbox go to :
raw file system ---> /System/Library/Frameworks/CoreTelephony.framework/Support/
delete CommCentreClassic and copy the CommCentreClassic ( that comes with the 3gs_5.0.1.rar )
Open iFile and go to : System/Library/Frameworks/CoreTelephony.framework/Support/commcentreclassic
click the Blue arrow next to the file name, go to access permissions, you'll get user group and global (World) and :
set like this:
User: check writing, execution and reading
Group: check writing, reading and execution
Global (world): mark reading and execution
click done at the top
go to cydia install ultrasn0w, reboot automatically from cydia,
insert the SIM card in your iphone and should work

I am the idiot who installed the iPad baseband on an iPhone 3GS (newer serial #) on 5.0.1. I am now encountering the same issue. I've tried everything with no luck. Has anyone attempted this solution given with sn0wbreeze? I'm just wondering if it's worth it. I think the device is still under warranty, however I bought it used and am a bit scared to attempt to go into Apple to see if they'll replace it. Is there anyway to get the serial number without it functioning ?

Yes, it worked for me. I had unknown iccid only and when I applied the above, I got back the iccid number. If you get the iphone stuck on 'searching' after you do the above (but you have your iccid back), re-flush the bb using redsn0w.

Sorry to be bumping an old post, but I recently just did the same thing....
There is no fix...
I bought the 16 GB 3GS for $140.00 sold it for $40.00.
Future warning: DO NOT LOOK AT THIS DATE CRAP... MY PHONE CLEARLY SAID 9 2 5 (or something similar, but the year digit was clearly 9)
which means week 25 of 2009 and for reason my phone had the new bootrom, despite reading week 35 of 2011 and after only had the new bootroms.
To clearly know what bootrom you have, plug it in and see what comes up on the newest version of Redsn0w.
Here was my struggle:
