No, currently not possible to unlock.

is it possible to restore it to earlier version and then unlock? i am travelling outside US for couple of months and AT&T refused to unlock it...."we don't provide unlock code for iPhone devices" %$####

Unfortunately you cannot downgrade Baseband. Atnt sucks , most carrier provider if you bought under contract and with good standings for 3months will unlock it for you upon request to travel. I live in Canada, Rogers, bell, fido and telus will unlock iif requested.
