iphone 3GS 4.1 bb 5.16.05 can I unlock without upgrading baseband?

I was in ios 5, I downgraded to 4.1 because I read somewhere I can downgrade to 4.1 and unlock while preserving my baseband. Is this true or is upgrading to ipad baseband the only way at the moment? Is there likely to be an unlock for my baseband on ios 5?

You can unlock with iPad bb both in iOS 5 and iOS 4
