Did you use Tiny Umbrella to check which SHSH blobs are available?
SHSH blobs are required to restore any non-current iOS (except 3GS 4.1).
Download and run Tiny Umbrella (link below, post #1), advanced tab,
... check 'set Hosts to Cydia', Save SHSH, give it a min to finish;
... uncheck 'set Hosts to Cydia', Save SHSH, give it a min to finish.
... In the General tab, what SHSH blobs are displayed?

Since I purchased this phone on craigslist will there be SHSH blobs or is this something I would have to establish once I get it jailbroken and unlocked?

Something is wrong. Two (or more) should be found.
With the General tab selected, in the lower-middle of the screen you should see:
Device Model
Installed Firmware Version
Installed Baseband Version
ECID (Dec): ECID (Hex)
Serial Number
IMEI:
What is displayed for the first 3 lines?
Send a PM with the ECID (Dec) and I will check also.
From iTunes / Store, log-in or create an Apple account ..and.. 'Authorized This Computer'.
Warning: When you plug in your phone later ...
... answer/press 'NO !!!' when iTunes asks to download or download and install anything !!!
Never allow iTunes to automatically restore or upgrade the iPhone !!
Good. That eliminates one step. Currently, you're on stock Apple 4.2.1 firmware
Download 4.2.1 iOS firmware .
Download and run resdn0w 0.9.6rc18, select one option 'install Cydia',
...... pay attention, follow the count-down timer closely to enter pwnd-DFU mode
Done with jailbreak.
Run redsn0w again, select one option 'install ipad baseband' ....
Done with bb update.
Install ultrasn0w (via) cydia.
For T-Mobile, turn OFF 3G settings/general/network
Any SIM should work now.
If not settings / general / reset / reset network settings
@mahginnuc93. I checked you ECID and could NOT find SHSH blobs for 4.2.1.
If you ever need or want to restore to 4.2.1, you can not ....
..... unless you use iFaith and create a 4.2.1 'pre-signed' firmware.
..... iFaith must be run while the phone is working
..... I suggest 'Do it Now'
