    No. Maximum unlockable iPhone 4 modem firmware/baseband is: 1.59.00

    No you cannot downgrade and at the moment neither upgrade the baseband. In the near future you will be able to upgrade the baseband to a higher one which will still be locked. You can always purchase a gevey sim and use that.

    The baseband can not be downgraded. That's Apples rules!! Upgrading automatically happens when loading a new stock Apple version.

    Upgrading will be bad. All basebands as of 5.0b2 and up are not even unlockable using a Gevey SIM. Just FYI.

    Downgrading to iOS 4 from beta iOS 5 should take the baseband back down. At least that's what I heard.

    Yes, that's true until iOS 5 is actually released and Apple stops signing 4.3.3 and its baseband. After Apple releases iOS 5, only those who preserved their 1.59.00 or 4.10.01 basebands will have any unlock options at all.
