My friend is currently in Brussels and she is tired of looking at her iPhone 4 as a paperweight. I've searched all over w/ no luck about it. Maybe I didn't search hard enough.

To my knowledge, only with Gevey, Gevey Pro or Gevey Supreme, as simon said.
Also, after AT&T began to sell unlocked phones in the uS, wonder if Dev team will permanently abonden currently unsuccessful baseband unlocking tries

It probably depends on what provider the phone is locked to. Many companies will do a true IMEI unlock on a phone if the customer account is in good standing. It's AT&T in the US that makes its own rules and refuses to unlock any iPhones regardless of age, contract status, or customer standing.
