Call t-mobile and ask them to email it to you. It'll take about 10 days or so bc they have to request it from the manufacturer.

Take it to a local cell phone repair place and see if they can flash it or something. I don't think there's any software tools widely available to unlock it... although this being an iPhone site not many of us would know anyways.

T-Mobile will require the phone to be active on T-Mobile service before they will unlock it. Doesn't matter if it's postpaid or prepaid, you just need that phone connected to your TMO account before they'll unlock it.
If you're not an active TMO subscriber, then you won't be able to go to TMO for the unlock. You can buy it or get it for "free" from this site: Free G1 Unlock Codes » Unlock Your Google G1 Phone for FREE I put "free" in quotes because there's a catch - if you don't pay for it, you have to sign up for some trial of something. There are a few trials you can sign up for free, and cancel for free online. It's a hassle and the site comes across kind of spammy sounding, but it IS a legit service as I just used it yesterday to unlock a MyTouch 3G.

Try using HotSpot Shield to give your PC a USA derived IP address.
