heads up on this method, you will no longer be able to install stock firmware if you do update to ipad BB and you will lose your gps and most likely have battery drainage.

If you have att sim card (either the sim working or not) you can activate your iphone without battery drain, i did on my 3gs and work perfect

The iPad bb is your only option I believe.

Either iPad baseband (but has the mentioned drawbacks) or a Gevey SIM.

If you update to 4.2.1 the baseband will get updated to whatever baseband is supposed to come with it. I think it's 5.15.xx. Even then you won't be able to unlock. Once you go past 5.13.04 (which you have) there's no other option besides the iPad baseband.
I'm not even sure Gevey has anything out past 3.1.3 for iPhone 3GS. Maybe the microSIM + adapter will work, but that I'm unsure of.

I haven't done it but I have helped a lot of people who have. There's no guarantee that it'll "be fine" but it's a risk you're taking. You don't have much choice but you should be careful if you choose to use the iPad bb.
Just be very aware of the side effects that come with using it.

+1 Especially since you might never be able to downgrade the baseband. Also please note that you will effectively void your warranty if you still have it, since they will be able to see at Apple store that you are on the iPad baseband, even if you restore your iPhone to get rid of the jailbreak (which in itself might not be possible since afaik you will need to use PwnageTool to create custom ipsw when you have the iPad baseband).

3.1.3 is the farthest you can update an iPhone 2G.
What you have now is as best as it can get for that device.

I don't know if you should update your 3GS. It's up to you if you want to or not. But at this point there isn't a good unlock for that bb you mentioned. There might be in the future, there might not be. It's unclear.
