How to unlock 3gs 4.3.1

Hi what version of redsnow can add the iPad baseband to my 3GS running iOS 4.3.1?

Is the 4.3.1 even unlockable?

You should be able to use rc14 to add the ipad baseband.
I do caution you against doing this though, seems there are some users having issues with 06.15.00 and ultrasn0w, if you look through the forums.
You might be better off selling your iphone and buying one with an unlockable baseband that is not the ipad baseband.
