I believe there is a fix in cydia for this. Do you have any voicemails on your phone by any chance?

These fix don't work since 4.x
The only way to fix this is to install iblacklist, there is an option in settings that will hide this pop up. The pop up occurs when you're connected to an unknown carrier.

Good to know those dont work on 4.0 and up anymore. Maybe the popup blocker from cydia could also get it done if iblacklist doesnt.
