Anyone know how to get Iphone 4 factory unlocked from vodafone uk?

I have phoned them 5 days ego and they have unlocked my 2 iphones in 2 days.

I phoned Vodafone pretending I am calling for my bill and being nice on the phone, than at the and "while I am on the phone can you request for my phone to be unlocked because I go overseas for business" he asked me what phoned I had and i gave the imei of my iphone 4, once he requested he gave me a reference number than I asked can you unlock my other phone which my wife uses and he done it. I was surprised. after 2 days I received a mail from Vodafone saying my phones were unlocked, i connected to itunes it was done. I have another iphone 4 needing unlocked I phoned them yesterday they have refused to do it, I don't understand, you just have to keep phoning everyday and asking for it but do not tell them you have asked them before, most of the assistants does not read the notes. do you have any idea why they refused the third request?
