IMEI Change/Scrubber

If the whole thing about locked/factory unlocked iphone's is about the IMEI number can't that be scrubbed or changed? From what I recall it was bigger in Europe than in the US........are there different laws or does Tmobie ATT networks just function differently?

Yes changing the imei is highly illegal and is actually a federal crime
