    Besides police don't generally dispatch/call take (unless they are in some little mountain town with a population of 50), they're out on the street.     Pretty sure not a scammer. But he is having trouble with google checkout. it's cool though, I can always get Amex to cancel the charges if he wants to play around.

    Well cutyoursim had his google account closed (probably because he had so many people requesting refunds at the same time) so that put a wrench in it all. Should be cleared up by monday though.

    I think CutYourSim is a dead option now, however Twitter is full of rumours that some companies will be back up and running next week. If so I'm going with Negri Electronics

    So you did purchase a stolen phone? Obviously you couldn't have known. Maybe you could try returning it to the dealer and getting your money back.

    As far as being blacklisted, I think that only applies to the network where the phone is blacklisted. I don't think it applies to other networks. However, if the the network you're on is an affiliate of the network where the phone was blacklisted, then you would have some issues. For example, in the US, you could probably use the phone on T-Mobile but not on AT&T if the phone belonged to AT&T. Also, you wouldn't be able to use the phone on H2O wireless because they use the same GSM network as AT&T.
