upgrading IOS 3.1.3 to IOS 4.0+ and unlocking and jailbreaking

I guess the topic says it all. The only thing is that I have not been into jailbreaking and unlocking the iphone. So here is the deal.

I have a iphone 3gs on ios 3.1.3 and its jailbreaked and unlocked. I want to upgrade to IOS 4 as all the news apps these days are only workable if you have IOS 4.0+

I want to upgrade to to the late IOS 4 and above and ensure that the following does not happen so step by step instructions would be brilliant. I know google is your friend but unfortunately there is no single concise way which can clear my below mentioned doubts.

All the below should be done on Windows
Phone is jailbreaked.
Phone does not get locked and remains unlocked.
I need an untethered jailbreak ( meaning i dont have to jailbreak every time i restart my phone)so which version of IOS 4 should I go for and which jailbreak method.
My data is not lost and all the apps and data remains once I upgrade to IOS 4 or above.

Below is the specs of my phone.
Iphone 3gs 3.1.3 16gb
Version 3.1.3 (7e18)
model MC131C
modem firmware 05.12.01

Download stock 4.3.1 Ipsw from felixbruns.de

Download sn0wbreeze from ih8sn0w.com

Download TinyUmbrella from thefirmwareumbrella.blogspot.com

Open Sn0wbreeze select 4.3.1ipsw.

Be sure to be in expert mode to select activate if you don't have official sim to activate with. If you have one, unselect activate.

Create custom firmware.

Open TinyUmbrella and click "Save SHSHs" to save SHSHs for future use.

Download redsn0w 0.9.6rc12. Use this now, use it only to put your phone in pwned dfu mode. Don't select Cydia or anything else, just dfu mode.

After putting in dfu, in TinyUmbrella unselect in Advance mode "point to Cydia server on exit" and exit TU.

Open iTunes and hold shift and click restore. Select your custom fw. Do not accidentally select your stock firmware or you'll update your baseband.

After restore you can go to Cydia to install ultrasn0w.

You'll need to back up your stuff before doing this so you can restore your data back on. Aptbackup or pkgbackup for Cydia apps. Right-click "transfer purchases" to move apps from phone to iTunes. And right-click select to back phone up. iTunes should automatically do that part but one time it screwed me over and didn't do it, so do it manually.

Then when finished restoring, restore from back up to get your stuff back. Then go to Cydia and reinstall whichever you used, aptbackup or pkgbackup, and restore Cydia items.

Do I need a particular version of ITUNES
Which ultrasnow version do I need to install and will ultrasnow take care of the unlocking.
Would this provide me a untethered jailbreak.

Use the latest itunes
cydia will only install the latest ultrasn0w version.
Snowbreeze will provide an untethered jb.

thanks alot for all the help. One thing though I tried syncing my ********** apps with itunes and it just wont work.

I have **mod edit: piracy** os 3.1.x tried reinstalling it and it and it didnt work. even ********** option of sync with itunes is on. I reinstalled itunes and it doesnt work.

Is there any way to backup the items using Ifun box by SHSH.

are you trying to copy over cydia apps or itunes store apps? can't copy over cydia apps using itunes.
