How to unlock iphone 4, bb 01.59.00

I follow the instructions, sync the "t-mobile_us_t-zones.ipcc" then try for EDGE but safari or mini opera couldn't open any page. I reboot the phone then try again but no luck. Is there anything else to enable data network option ?
It never show the data network option at all
