If it's unlocked it's factory unlocked. It isn't going to be unlockable on that baseband if it is locked to a carrier.
The "few reboots" regards to those with an unlockable baseband. Sometimes ultrasn0w won't work until you do so. But that's only for unlockable basebands for iPhone 4 specifically, only for 1.59.00 bb.

From my understanding of jailbreaks and unlocks an unlocked iPhone 4 (originally AT&T or T-mobile) should work on a canadian carrier am I right? Most of my hacking experience is on iPod so just wanted to confirm.
If an iPhone is locked to any carrier, it is locked and cannot be used with any other carrier.
If it's a Rogers phone, it isn't gonna work on AT&T. If it's an AT&T phone, it isn't gonna work on Rogers. If it's a T-Mobile UK phone, it isn't gonna work on AT&T. If it's a Rogers phone, it isn't gonna work on T-Mobile UK. I think you get the point
