How to activate iphone without sim

Hello i brought new iphone 3gs from ebay. currently it is locked to AT&T network. However, there is no AT&T sim in the phone. So i am unable to activate it. My iphone 3gs running on ios4.2.1 and baseband is 05.15.04.. Please give me instruction how to activate it.

no struck. when i have custom cooked ios firmware 4.2.1 using snowbreeze. the problem is wen i restore via itunes it getting error message saying An unknown error occured (21).

once i can jailbreak i can easy hactivate using sam no.

Lost me. Are you trying to activate or get passed the error 21?

Download redsnow 0.9.6rc8 and a copy of a regular 4.2.1 firmware.
Run redsnow, point it to a regular 4.2.1, then choose the option to just enter pwned dfu.
Then restore to the custom firmware in itunes.

does i need to update ipad baseband?

If you want to unlock then ya, that is what you would have to do as your current baseband cannot be unlocked.

If that is the case then do this:
Restore to regular 4.2.1
Use redsnow 0.9.6rc8 to install cydia and the iPad baseband.
If you have new bootrom then you can run greenpoison on it after to untether it.
