Iphone 4 Bb 02.10.04 (official statement)
Finally we have an official statement on iPhone 4 unlock for basebands 2.10.04 and 3.10.01 from the iPhone Dev Team. After all those cryptic tweets that we have been trying to decipher and make some sense, we now have something that is official.
MuscleNerd has confirmed in his tweet that the unlock for iPhone 4 will not be out until iOS 4.3 or iOS 4.2.5 (whichever comes last) is released to public.

how do we know when the 4.3 is released and didnt they also so that there would be an unlock when verizon released iphone

MuscleNerd said after 4.3 or the verizon iPhone comes out, whichever is later.
