Can this be upgraded Jailbroken and Unlocked without the iPad 06.15.00 baseband fix?

If not, has anyone else successfully done the 06.15.00 baseband fix??

The 06.15 baseband hack is necessary for your version, and yes, it works (I've done two 3GS phones successfully)

Is it tethered or untethered?

Ie. if the phone gets restarted will the device need to be re-jailbroken/unlocked again?

If you haven't done your jailbreak after upgrading to 4.2.1 then you have to jailbreak and unlock it again. Use redsn0w to do the jailbreak and upgrade your baseband.

yes but what im asking is whether its a tethered or untethered one?
ie like the ones where if you loose all charge to your battery you have to tether it up and re-jailbreak it again.
