Try another usb slot or another computer.

how long is the waiting for reboot stage supposed to last? I dont think another computer is an option.. I may have to pay someone to use their computer or have them do it for me.. ugh

The waiting for reboot should not last long at all. You can also try unplugging it and plugging it back in when it stalls there.

The following is C&P, it's not me, but might help someone...
*******************
For those of you who are having trouble on WINDOWS, I will offer some help. I just successfully unlocked my 3gS running ios 4.1 05.14.02.
NOTE: I am running Windows 7 and ran Redsn0w on compatibility mode to Windows XP service pack 3.
Download OFFICIAL firmware you are currently running on your iphone (for me it was 4.1)
Point that to Redsn0w
Checkmark Install Cydia and Ipad firmware (this process took me about 1 min, but it could take longer)
Wait til it finishes, then put phone into DFU mode (redsn0w will show you how)
Leave your phone (screen will flash a lot of writing on a black background, just wait don't do anything)
Phone will reboot and then the Dev Team logo will come up and it will say Flashing Baseband. (leave phone plugged in and wait. This took me about 2-3 minutes)
Phone will reboot itself and go to the normal home screen. Open Cydia and install Ultrasn0w.
Phone will reboot once again and then should be unlocked.
The entire process took me about 5-10 minutes. Worked flawlessly, thanks Dev-Team for all your work!
**************************
Good luck.

Me too!
iphone 3g on fw 4.2.1 try flashing with redsn0w but hang after uploading 2nd stage?? Just says waiting for reboot.
Have tried unplugging cable then plugging back in as some sites suggest no joy there.
Any other ideas or other suggestions? It is running a clean install of 4.2.1
Cheers.
