Default [How To] Check if you can Unlock
There are a few ways that you can check if you can unlock. First thing is to check what baseband/modem firmware you are on:

1: Go to settings-general-about and and scroll down until you see modem firmware.

    or

2: Download f0recast from here: iH8sn0w.com | Jailbreak your iPod touches and iPhones. Run it with your phone connected and it will tell you what baseband you have.

    or

3: Download Tiny Umbrella from here: The Firmware Umbrella - TinyUmbrella. Run it and click on your phone, you should see it under "installed baseband".

Use #2 or #3 if you are at the emergency screen and cannot access the phone.

Once you know what your baseband is you can check here if it can be unlocked:

    iPhone 3G/3GS

Baseband can be preverved when updating two ways:

    1. Restoring to custom firmwares made with pwnage tool or sn0wbreeze. Tutorials can be found here::

    2. Using Tiny Umbrella to preserve baseband during restore. This method only works on iPhone 4. Do not attempt with any other iDevice. Tutorial can be found here:

For people stuck on Baseband 5.14.02/5.15.04/5.16.01/5.16.02/5.16.05

There is a way for you to unlock now using a method of updating your baseband with a custom firmware made with pwnage tool or by using redsnow to update the baseband for you. You can also now downgrade your baseband with redsnow 0.9.14b2 back to 5.13.04 so that you can unlock and fix GPS. For full info using this method read here VERY carefully: Dev-Team Blog

DO NOT attempt this if you have a 3GS with a serial number XX135 or later. The one stands for 2011 and the 35 for week 35. So 3GS's made after week 35 of 2011 cannot install the iPad baseband. This should be just the 8gb version 3GS as they were the only ones being made at that point I believe.

Tutorials for using pwnage tool to update baseband so that you can unlock can be found here:
iPhone 3G: iClarified - iPhone - How to Jailbreak and Unlock Your iPhone 3G Using PwnageTool (Mac) [4.2.1]
iPhone 3GS: iClarified - iPhone - How to Jailbreak and Unlock Your iPhone 3GS Using PwnageTool (Mac) [4.1]

    Redsn0w method:
HOW TO: RedSn0w 0.9.6b5 To Unlock Your iPhone 3G/3Gs With Tricky New Ultrasn0w [Mac & Windows] | FSMdotCOM

Unlockers should use custom firmware or Tiny umbrella method (iPhone 4 only) 99% of the time when updating/restoring. The only exception is when it is confirmed that the latest firmware has a baseband that can be unlocked. (Thx blkcadi & Mes )

    Official IMEI Unlocking

There is also a way to "officially" unlock your iPhone by means of a IMEI unlock. These work on any iPhone on any baseband. The benefit of this is that restoring an updating will not lock your iPhone like some of the "unofficial" methods of unlocking discussed above. The factor here on whether it can be done or not is what carrier your phone is locked to.
First step with this is to contact the carrier the phone is locked to and see if they will unlock it for you.
If not there are many sites out there that can provide this service for you for a fee. I am not affiliated with these sites in any way, I am only posting them because I have used them and can vouch for their legitimacy.
    1: http://www.officialunlocks.com/
    2: http://www.officialiphoneunlock.co.uk/
    3: http://www.gsmphonesource.com/Default.asp
    4: http://ideviceguys.com/unlocks/
Each have their own pricing and pros and cons. #1 is US based and probably the best one for ATT iPhones for pricing and speed. #2 I have found to be good at doing European countries as they are UK based (be aware for #2 they have "pre-order" pricing. This means that they cannot unlock that carrier yet so do not order that thinking you will get an unlock soon). For #1 you get can a little better pricing from them for ATT unlocks if you email them and tell them you are an MMi member. #4 is MMi moderator Cowboy's site if you want someone familiar to get it done for you

    That would be correct B

I think this just covers for the newbies who don't know if the current basebands they are on are unlockable or not.

x98car ... Something useful to add based upon blkcadi's comment: Unlockers need to use 'custom firmware' --- almost all of the time.

It can. This thread just covers what baseband comes with which firmware. Using a custom firmware will preserve baseband to maintain unlock, so it doesn't necessarily mean you can't be on 4.1 and be unlocked. Just means if you're already on stock 4.1, the baseband that came with it is not unlockable at this time.

Lol, ya as puma/Annie said I was just putting what baseband comes with each stock firmware. I will add a bit to the end saying how custom firmware (and tiny umbrella on iPhone 4) can preserve baseband...in the morning .
