    My bad. I didn't know it was on 4.1. If you can use fuzzyband in Cydia to downgrade your baseband you will be good to go.

    fuzzy band didnt seem to work and it appears to have blown out my wifi, hopefully a stock clean restore will fix it

    well heres what i did

    just activated the phone with my sim in it sinc i have a full iphone plan.
    then disabled every data possible with sbsettings and IOS and put her sim in.

    it really didnt need the unlock but i used to always change the APN to be totally sure no data was passing and they seemed to go hand in hand.

    so far i have been monitoring it and no data is passing but who knows.
