I have an Iphone 3gs.
It runs on iOS4.1 and its jailbroken with Limera1n.
Is it possible to unlock this?

Just an mobilephone store where you can basicly unlock every phone? Or cant i downgrade it to another firmware? I dont have shsh blobbs

It's not possible to unlock at all, by anyone.

The new unlock is being worked on, best guess is mid november for release - but who knows?

Possibly most likely that the new unlock to be released after 4.2 which I've heard comes out near/in November.

Are they REALLY gonna bring out a new ultrasn0w? or do i need to remove the limera1n? How is it going to work?

and are they sure they bring it out ? or is it just an story they tell and hopefully it will come?

Nobody has an exact date or an accurate answer. These are all just rumors until more solid reports from the devs come out. All you can do is wait and see.
